RTEMS | spec/build: remove duplicate key in optmaxuarts.yml and reformat all yaml files (!1122)

For the pre-qualified RTEMS, we had to adjust the build items to support building two sets of RTEMS.

1. The full feature set of RTEMS (`RTEMS_QUAL` not enabled).
2. The pre-qualified feature set of RTEMS (`RTEMS_QUAL` enabled).

Format changes at this scale would make it very hard for us to rebase our work on the `main` RTEMS branch. Currently, the pre-qualification baseline is the RTEMS 6 release branch.
