RTEMS | testsuites/psxtests: add CLOCK_MONOTONIC clock_nanosleep test (!886)

These are two separate tests: one validates POSIX timers with CLOCK_MONOTONIC, and the other validates clock_nanosleep() with CLOCK_MONOTONIC. Both relate to the same issue but cover different APIs, so I have kept them as separate MRs for clarity.
