## Summary

bsps/shared: Add I/O APIC support for x86 platforms

Add a shared I/O APIC driver that can be used by both i386 and x86_64 BSPs. The driver provides functions to create, register and configure I/O APICs including redirection table programming, IRQ remapping, trigger mode and polarity configuration.
