## Summary

Add `py_markdown_table` package to the OpenSUSE Dockerfile. It was missing since MR https://gitlab.rtems.org/rtems/docs/rtems-docs/-/merge_requests/168 / https://gitlab.rtems.org/rtems/docs/rtems-docs/-/issues/104. 

In addition update the container to OpenSUSE 16.0 because support for 15.6 will end soon.
