lwIP | Add GRETH/GRETH_GBIT driver (!40)

I rewrote `lwipbspopts.h`, I also bumped the size of the PBUF buffers to 2048 as it is the actual maximum number of bytes the GRETH GBIT can receive.
Split the MII defines so it matches the rest of `greth_phy.h`. But I think it would be good to move the defines somewhere all drivers can access in the future, I took all of these bitfields from IEEE standard 802.3-2002 so they should be valid for most PHYs from my understanding.
