RTEMS Source Builder | Add config/gcc-15.cfg and config/gcc-16.cfg (#177)

RTEMS 7 `main` is on gcc-15 however it uses `config/gcc-14.cfg`. The `edge` and `next` version are also using `gcc-14.cfg`. We need to have matching versions so we can adjust the internal packages as we need to without effecting other versions of GCC.
