RTEMS | rtems: add _clang-format files for LLVM (!965)

I don't think my write-up covers the LLVM-derived formats. Those are a bit more involved, as they require either adding these style files in a local tree, or specifying them explicitly in a command to clang-format, and also removing the directories from the ignore-file.
