Yes, this is a benchmark, however, it is also a pretty good stress tests for the SMP implementation. It has a heuristic to keep the test time at reasonable levels, see `estimate_3s_runtime_with_one_proc()`. Maybe this doesn't work on your system and needs a bit of tuning.
