## Summary

Fixes #5591 

Move SDRAM init earlier for the 4357 variant, to comply with the recommendation in EMIF#5 (TMS570LC4x Microcontroller Silicon Errata).

Due to a hardware fault, the 4357 SDRAM must be initialised while the EMIF clock is still running on `OSCIN`.

3137x flow is unchanged with this merge request.
