RTEMS Waf | rtems.py: Specify -B flag at compile time (!18)

This is needed for RTEMS Waf to work with the [RCC](https://www.gaisler.com/products/rtems-cross-compiler-system-rcc) toolchains. Currently that's only SPARC but RISC-V will be added in the future.

What is the reason for moving away from spec files?
