## Summary

This MR has two patches:

> source-builder/config/texinfo-1.cfg: Disable perl-xs
> 
> This is a Perl accelerator which is only used by texi2any and not
> required by anything else at this point. We do not use texi2any and
> the automatic detection prints "Error: " even though it is OK.
> There is no need to see a scary message.

The second is:

> defaults.mc: Set languages to C17 and C++17
> 
> Recent compiler versions (GCC 16+) default to C23 which results
> in older packages not compiling.
