QEMU supports the RISC-V Smrnmi extension since version 10.0. It is needed to test the Smrnmi support of rtems/rtos/rtems!1391 and the tests of rtems/rtos/rtems!1506.

The libusb patch is no longer needed, QEMU 11 provides the missing definitions itself.

The QEMU 11 configure step sets up a Python virtual environment, and the RSB builds offline. The host Python 3 therefore needs the wheel, setuptools, and pip packages installed.

Tested by building devel/qemu and running hello.exe of riscv/rv64imafdc_smrnmi.
