## Summary

`cpukit/include/rtems/score/watchdogimpl.h`

Replace the hardcoded `1000000000` in the watchdog sbintime
conversion with the existing `WATCHDOG_NANOSECONDS_PER_SECOND` (already used multiple times in the same file)

No functional change.

2nd commit contains some minor comment + doxygen fixes in the same file.
