LibBSD | vme/vme-rtems-compat: Add _BSP_clear_hostbridge_errors function (!168)

I am a little confused with `_BSP_clear_vmebridge_errors` and why that variable is present in LibBSD? I do not see any references to it?

I can understand the need to clear the VME and host bridge errors in VME applications however why have this functionality in LibBSD rather than the BSP? Should `_BSP_clear_vmebridge_errors` be part of the BSP so in https://gitlab.rtems.org/rtems/rtos?
