## Summary
Add support for building multilib LLVM-based toolchains
This MR adds new build-sets rtems-riscv-llvm and rtems-sparc-llvm that build LLVM toolchains with newlib as C library,
multilib.yaml files for multilib variants selection are included for RISC-V and SPARC platforms, build-sets list multilib variants to be compiled as triples
target:subdirectory:compile flags
other platforms can be added using similar pattern, multilib.yaml installed in resulting clang toolchain must match list of variants.
clang is compiled using ninja tool, newlib is used as C library, clang_rt.builtins, clang_rt.profile, libcxx, libcxxabi, libunwind are built for each multilib variant
libgcc.a is symlinked to libclang_rt.builtins.a for programs using -lgcc in build flags
Use 7/rtems-sparc-llvm or 7/rtems-riscv-llvm build sets to build toolchains
