RTEMS | bsps/riscv: Update the NOEL BSPs (!1536)

I have run the RTEMS testsuite with the latest changes on TSIM-GR765 and got two failures:
1. `fdt01.exe`: Unrelated to the BSP code, see !1538 
2. `ts-validation-smp-only-2.exe`: This test was already failing on my previous MR so it is not a regression. I have a fix in the work which I will submit once the changes are merged.
