## Summary

xilinx-zynqmp/start/bspstart.c: Disable 64-bit PCIe addresses for ilp32

The recently added code to add memory mappings for PCIe uses addresses
that are 64-bits. These do not work on ilp32. Since ilp32 is scheduled
for removal after 7.1 is released, disable the code doing the mapping.
If someone wants PCIe, use ilp64.
