## Summary

The BSPs label was defined in both user/bsps/index.md and user/deployment/index.md, so links to the Board Support Packages chapter landed on the Deployment chapter instead. For example, both BSP links in the Quick Start BSP build page:

https://gitlab.rtems.org/rtems/docs/rtems-docs/-/blob/main/user/start/bsp-build.md?plain=1#L17 https://gitlab.rtems.org/rtems/docs/rtems-docs/-/blob/main/user/start/bsp-build.md?plain=1#L20 Commit 1 removes the stray label from the Deployment chapter. Commit 2 adds the explicit \<BSPs\> target to two {ref} links that produced "undefined label" warnings. Checked with a nit-picky Sphinx build: the duplicate label and undefined label warnings are gone, and all BSPs links now resolve to bsps/index.html#bsps.
