I am prone to think that the FreeBSD version should just be copied in. But since it is part of C23 (https://en.cppreference.com/c/chrono/timespec_getres) in time.h and not threads.h, it shouldn't be part of this MR and the implementation should be in a different contrib directory. 

Newlib's time.h will need the prototype added.

Feel free to resolve this thread with an issue to add that. Assuming there isn't one already.
