## Summary

Issue #5744: The psim PCI BAT and the fast idle loop

Two commits. The first removes the PCI BAT and moves the device BAT to
DBAT1, which leaves DBAT2 free for an application. The second leaves the
loop when the processor holds no watchdog, as the loop of `clockimpl.h`
does.

`ts-userext` passes with the second and the boot of the BSP is quiet with
the first.
