RTEMS | testsuites: Two tests which size the init task wrong (#5748)

Opened Merge Request !1480 (https://gitlab.rtems.org/rtems/rtos/rtems/-/merge_requests/1480) to address this issue:

- `testsuites/libtests/flashdev01/init.c`: Configured `CONFIGURE_INIT_TASK_STACK_SIZE` to `( 2 * RTEMS_MINIMUM_STACK_SIZE + 4096 )` to provide sufficient headroom for `run_test()`.
- `testsuites/smptests/smpmulticast01/init.c`: Added `T_make_runner()` inside `Init()` prior to `T_run_all()` so the init task becomes the runner and test report output is not discarded.
