Opened Merge Request !1484 (https://gitlab.rtems.org/rtems/rtos/rtems/-/merge_requests/1484) to fix this issue:
- Updated `TOD_LATEST_YEAR` to 2400 and `TOD_SECONDS_1970_THROUGH_2400` to 13601088000 (covering all of year 2400 through 2401-01-01T00:00:00Z, with $\ge 113.4$ years uptime headroom before 34-bit watchdog overflow).
- Updated `clock.h` documentation.
- Updated `spclock_err02` and `tc-clock-set.c` expectations for year 2400 (oldest valid) and year 2401 (rejected).
