RTEMS | Draft: score: Fix TOD_LATEST_YEAR and watchdog overflow beyond 2400 (!1484)

There was recent effort to move the RTEMS end of time out into the future as far as possible. This was discussed on the [Users Forum](https://users.rtems.org/t/rtems-time-representation-limits-or-rtems-end-of-time/483). The result of that discussion was to move the limit to year 4096.

Any limit at 2100 or 2400 should be replaced with the new limit.
