## Summary

bsp-howto/coding-doxygen-bsp.md: Correct reference to bsp-howto

The Doxygen chapter appears to have originated in a different
document. The URL reflects the old web organization. Rewritten
a bit to reference the BSP overview in the Users Guide and make
it clear that the user is reading the full BSP and Driver Guide.

Also moved this chapter earlier in the document where it is more
likely to be seen. It was after "Command and Variable Index" which
was clearly wrong.
