Issue created by Joel Sherrill: https://gitlab.rtems.org/rtems/rtos/rtems/-/work_items/5775

## Summary
When we first added configurable schedulers, this is a feature that I thought would be useful. Unfortunately, no one has ever asked about this or filed a bug report. There is no reason to believe it has ever been used. This will impact RTEMS code and tests as well as documentation.

If the consensus is to remove this, we could deprecate it in 7.1 and remove it before 8.
