RTEMS | Remove remnants of legacy networking from bsp.h files (#5777)

## Summary
The `rtems-net-legacy` still requires some macros from `bsp.h`. This ticket is to move those into `rtems-net-legacy` and remove from bsp.h.

We can use a similar approach as `rtems-libbsd` where the respective drivers are attached based on the BSP instead of looking for the driver name from `bsp.h`
