RTEMS | score: Fix TOD_LATEST_YEAR and watchdog overflow beyond 2400 (!1484)

Updated and force-pushed to branch `fix-tod-year-2400-watchdog-overflow` (commit `2c07609b4b`):

1. **`todimpl.h`**: Clarified Doxygen on `TOD_SECONDS_1970_THROUGH_2400` to state:
   *"A time of day below this value lies in the range which _TOD_Set() accepts."*
2. **`clock.h`**: Corrected the upper bound date from `2514-05-31` to `2514-05-30T01:53:03.999999999Z` matching `WATCHDOG_MAX_SECONDS` (17179869183s).
3. **Commit message**: Removed the word "previously", replaced the bulleted list with a concise problem/approach summary, and added the reference to the Y4K forum topic and the 34-bit watchdog seconds limit.
