## Summary

drvmgr: Fix driver manager linking issues

This would lead to a `LEON3_FATAL_CLOCK_INITIALIZATION` as no PnP scan was run and no timer was found in the process.

This issue was found on the GR740 BSP but it affected all BSPs. The RTEMS testsuite was built using the following configurations:

BUILD_TESTS = True

[sparc/gr740]

```

It was then run on the two configurations using [TSIM LEON4](https://www.gaisler.com/products/tsim3):
