SIS | Emulate the GR740 interrupt map, adopt waf and REUSE (!13)

Thanks, done. The map now holds one uint8_t field per bus interrupt line. Each board provides a static table of the reset values. gr740.c holds the identity map. gr765.c holds the map of GR765-DSUM Table 188.

Your dump differs from Table 188 at bus line 52, offset 0x334. The dump reads 0x13 and the table gives 18 (0x12). The branch follows the table. Which value is correct?
