For newlib, who knows. What 16-bit targets does gcc have?

For RTEMS, we have largely obsoleted them. The m32c is the last. With
DJ Delorie stepping down his maintainership positions, that makes it
even more unlikely the m32c will get any fixes.

Looks like the hardware is still made.

We can't have many users. I don't recall any bugs ever being
reported by someone other than a core developer. I have
suggested keeping one 16-bit target around to help us stay
clean on integer size. If the tools bitrot, then there is even
less incentive to keep the m32c around.
