genmcf548x patches

Hi

Attached are two patches for review. The first adds
a new method to determine if any initialization
tasks/threads in any API use the FPU.

The second modifies the genmcf548x BSP to use this
new helper routine.

If these are OK, then I will need to add some documentation
and tests.
