libbsd: netisr and friends

In order to pull in the Nic source we need netisr.c.  This pulls in
the interrupt event code in kern_intr.c and I can't quite get my head
around where/how to implement this with RTEMS.  If anyone has looked
at this area and has any suggestions it would be appreciated.
