This is. I removed @TARGET_SUBDIRS@ from the configure.ac and Makefile.am.

The magic in configure.ac did not work for the rtems4.11/arm-eabi 
directory and had caused rtems4.11/arm-eabi not to get added to ./Makefile.

This likely was the cause of your observation: Running make from the 
toplevel did not enter rtems4.11/arm-eabi and not create the arm-eabi 
*.specs.
