Is it in your source tree? In the source I have for the mips/malta
work, I used a git based on the official tree:

$ find ~/mips-malta/qemu/ -name "*bios.bin"
/home/joel/mips-malta/qemu/pc-bios/sgabios.bin
/home/joel/mips-malta/qemu/pc-bios/bios.bin
/home/joel/mips-malta/qemu/pc-bios/vgabios.bin

So it should be under pc-bios in the tree.
