Gedare,

I (personally) agree with the summary and outlook you give. I am not
familiar with the existing tooling to generate ChangeLog entries
incrementally. The way such a tool handles branches might be tricky (or
my imagination simply is not good enough).

Discussion might get more practical if an example of an automatically
generated ChangeLog (even a part or some manually generated example)
would be available.
