ARM tool chain for 4.11

Hello,

why use the RPMs still GCC 4.7.2 and the target name arm-rtemseabi4.11?  With 
GCC 4.8 the target name arm-rtems4.11 should be used.  The 4.8.0 release does 
not build on 32-bit targets, but this was fixed with the following patch 
(integrated in the 4.8 branch):
