Fixes for the shared clockdrver for BSPOPTS

Hi,

The attached patch fixes the issue of 'CLOCK_DRIVER_USE_FAST_IDLE=0' 
being used on the configure command line to disable this functionality. 
The zynq BSPs seem to have this enabled by default so it cannot be 
turned off with out this patch.
