Yes a NOTE would be more appropriate.

Add the following to your vimrc file after "syntax on":

au Syntax c call HighlightNote()
function HighlightNote()
  syn keyword cNote contained NOTE
  syn cluster cCommentGroup add=cNote
  hi link cNote Todo
endfun
