ChangeLog change to .ChangeLog

Hi,
Various propositions have been put forward of what to do about our
deprecated ChangeLog files for 4.11 and onward. I would like to know if
there are objections to renaming them to prepend a dot (.). This would make
the files still greppable, but would hide them from casual use. Other
propositions are welcome, but we should make a decision soon.
