I didn't see any ChangeLog's in my quick perusal of the Linux kernel 
source.
Does clang/llvm use them?

And although neither of us are a lawyer, I find it hard to believe that 
a ChangeLog
has any more legal weight than him voluntarily sending the code to a 
project's
public email list with licenses appropriate for us to include.

The FSF is the proponent of ChangeLog files and they require formal legal
assignments before code is merged. The ChangeLog has no value in that
context.

As far as I can tell, our project follows a policy very similar to the 
Linux kernel.

The Moxie port is not being forcibly extracted from Anthony and will be 
merged.

Don't try to use scare tactics to defend ChangeLogs. We agreed to quit 
doing them
over a year ago. Now it is time to clean up the rest of the cvs->git 
issues and move
along.  Quit being an obstacle.
