sparc tools build breaks on Ubuntu 13.10

Hi

Looks exactly like this mismatch between texinfo
and binutils 2.23.2

I am not apt literate enough to tell the precise package
version but makeinfo --version looks like it is from
texinfo 5.1.

Any suggestions?
