RFC: Submitting cpuset.h to newlib by itself

Hi

Subject say it. I would like to submit that file
by itself as a patch so Jennifer can commit the
tests for it and we can use it to add affinity
to the Classic API while the POSIX side settles out
from the discussions.

I think the code is ready.

Thoughts?
