I think I have a real fix for this. I will confirm and commit it in the morning if I am right.

The problem appears to be a missing "KEEP" directive in the
linkcmds shared across the sparc BSPs.
I proved this by reverting the patch to do per function/variable
sections.
The long term fix is to see what sections have KEEP() in
$prefix/sparc-rtems4.11/lib/ldscripts and see which one was
missed in the RTEMS version of this.
But this patch is a short term fix

Also, the reason about address unalignment is that the base address pointer for eh_frame is located on ctor_list. ctor_list is used for C++ global constructor.
After I modifed linkcmd.base for sis, eh_frame is generated. but, there is still a problem in classify_object_over_fdes() because CIE information is not correct.
If correct eh_frame section is generated, maybe, C++ throw handler will be worked.
If you have any idea for this, please let me know that.

It is and all SPARC BSPs use the same linkcmds.
This may be dereferencing a special section which is not aligned
enough. C++ has
a number of them. The question is:
What does the method classify_object_over_fdes() really do?
Once we know the section(s) it uses, aligning it is easy.
