smp test failures on using grsim

On a little debugging one or more cpu's are calling
BSP_fatal_return from _Thread_Handler.  This results
the program not returning to grsim, and the program
does not terminate.  Sometimes the other cpu's are
running idle task sometimes all cpus have the 
BSP_fatal_return call.
