[PATCH] Spray const around libbsp/powerpc/shared/flash

The attached patch sprays const around libbsp/powerpc/shared/flash code.

Compile-tested with 4.11 against the mvme3100 (which uses
spansionFlash.c) and beatnik (uses intelFlash.c) BSPs, no additional
warnings.
