I'd prefer to see you define a generic macro in
score/include/rtems/score/basedefs.h along the same lines as the other
RTEMS_COMPILER macros, e.g. RTEMS_COMPILER_PACKED_ATTRIBUTE, as a
separate patch to apply before yours.

Time permitting, you could also cleanup the other placed that packed
is used to the new macro.
