[PATCH 4/4] SPARC: optimize IRQ enable & disable

This one needs a release note as it may impede some applications if
they assumed they could use these trap vectors.

Also, do these changes complicate the paravirtualization efforts done
with sparc32 for xtratum?

Otherwise, quick skim of the patch series looked good.
