Propose to release 4.11 pending drvmgr/pci

I hold back new stuff like

- fine grained locking for semaphores and message queues,
- FreeBSD timecounters,
- watchdog SMP improvements, and
- SPARC FPU context switch improvments.

I am really looking forward to working with the new build system.
