Git Master Freeze for 4.11

With the fix for the POSIX thread join (it took only three years to fix 
the bug) I am done with 4.11. Everything else can wait after the branch.

For the tools I propose to use GCC 4.9.3 (should get released soon) and 
the next Newlib snapshot.
