#2325 (Broken console driver infrastructure for SPARC)

Hello,

The ticket notes that the contents of 
`c/src/lib/libbsp/sparc/shared/uart/cons.c` should be removed, upon 
inspection these appear to be entirely dead code, as they are not 
referenced from anywhere. The ticket states also that the new termios 
device API should be used. I'm not quite sure whether the lack of 
references to the aforementioned files means that the termios driver has 
already been implemented or not. Also, I'm not sure whether 
`c/src/lib/libbsp/sparc/leon3/console/console.c` is such an 
implementation. Some guidance would be appreciated.
